Mr. Payumo brings over 40 years of professional managerial experience and training in the fields of civil and environmental engineering planning and design, project management, environmental protection, solid/hazardous waste operations and management (including sanitary landfill operations), and business development. Additionally, he possesses 17 years’ experience as a shore facilities planner and engineering designer at the US Naval Military Installations in Subic Naval Base and Diego Garcia.
